The 4th Republican Parliament was born on 7th January 1993 when Ghana returned to Constitutional rule
From their website
Ghana, then known as the Gold Coast, established its first Legislative Council to advise the colonial Governor on creating laws. The first Legislative Council elections were held under the Guggisberg Constitution, although the Governor maintained control over legislation. The Burns Constitution gave the majority of seats in the Legislative Council to elected representatives, marking a shift in power.
